2025 Legislation — Signed Into Law

  • AB 1363 - Wyland's Law

Named in memory of 10-year-old Wyland, who was shot and killed by his father after a court order that should have blocked him from buying a gun was never transmitted. This bill creates a system for victims to confirm that their protective orders were received by the Department of Justice and closes a deadly gap in enforcement.

  • AB 1085 - License Plate Obstruction Ban

Makes license plate obstructers explicitly illegal and prohibits the manufacture of devices that block or obscure license plates. This bill helps law enforcement crack down on toll theft and identify vehicles used in crimes.

  • AB 1213 - Restitution First Act

Ensures victims of crime receive court ordered restitution before any government fines or fees are collected.

  • AB 1417 - Offshore Wind and Coastal Resources Protection Program

Requires public reporting of contributions from offshore wind developers and supports local and Tribal communities with grants and resources tied to renewable-energy projects.

  • AB 836 - Midwifery Workforce Training Act

Directs the state to study ways to grow and diversify California’s midwifery programs to address the shortage of maternal healthcare providers.

  • AB 627 - Health Facility Financing

Gives nonprofit hospitals more time to repay state loans so they can stay financially stable and continue providing care during crises.

  • AB 1297 - Automatic Temporary Restraining Orders

Prevents spouses from canceling or letting insurance lapse during divorce, protecting children and families from losing coverage.
